South Texas escapes direct hit as Alex weakens inland
Hurricane Alex brushed Texas as a tropical storm after early landfall as a Category 2 hurricane. The Rio Grande Valley saw 9 to 11 inches of rain with winds up to 66 mph, shelters emptied, and power largely restored. Officials labeled it a drill, noting minimal damage and no injuries while colonias remained vulnerable to flooding and utilities restored. Local residents boarded up and prepared, but authorities urged ongoing vigilance and readiness for future storms.

House backs major oil spill liability bill
The House passed the first major Gulf of Mexico spill measure to widen compensation for families of the 11 dead and 17 injured and to cover all high seas operators. It would allow non economic damages and set a $20 billion victims fund, while repealing liability limits set by 1851 and 1920 laws. The measure now goes to the Senate amid industry and trial lawyer clashes and political overtones.
