House panel OKs tax package Lewis calls secret plan
The House Ways and Means Committee approved a $5.7 billion tax package that would raise the state sales tax from 4.4 to 6 percent, tax insurance premiums, and make the 15-cent fuels tax permanent. If approved by the Senate and signed by Gov. Clements, it would fund a $37.9 million state budget, with $3 billion from the sales tax rise and $1.8 billion from insurance taxes, while halving transit taxes in several cities to ease impact on big-city Texans. If no action is taken, the fuels tax falls back to 10 cents and the sales tax to 4 percent.
