Johnson Budget Calls for War Levy to Support Vietnam
President Johnson requests a record 186.1 billion dollar budget and a 10.2 billion dollar income tax surcharge described as a war levy to fund Vietnam and domestic programs. The plan projects a peacetime deficit near 20 billion without the tax, with a 8 billion dollar deficit if approved, and expands outlays including 76.7 billion for Defense. The unified budget adds trust funds as regular outlays, while the proposal envisions tax changes, housing shifts, and program cuts to emphasize poverty, crime, and pollution efforts. The message urges Congress to enact the tax and tighten priorities amid an election-year climate.
