Baytown Plans Science and Math Fairs Across Schools
Hundreds of Baytown students from seven schools will compete in annual science and math fairs from January 28 to March 3. Winners advance to the Houston Science and Engineering Fair set for April 2-4, with three divisions and six categories per fair. About 650 students last year and roughly 20 site judges per school will assess projects on creativity objectives and thoroughness, under district guidance.

Reinstatement part of Cook's lawsuit
A Baytown suit filed by attorney Rick Peebles seeks Donna Whitehead Cook's job reinstatement with back pay and interest. Defendants are Baytown Civil Service Commission and the city. The case in Judge Marsha Anthony's court claims constitutional rights were violated and challenges Rule 16 as vague and unconstitutional. Cook and husband Detective Jimmie Cook married on November 1, 1986. Police Chief Wayne Henscey enforced Rule 10, stating marriage between Baytown civil service employees triggers automatic resignation for the one with less service time. Rule 10 was approved July 18, 1986 and became effective August 10, 1986. Cook asked for review in December, contending Rule 10 did not apply to existing relationships and that theirs began in July 1986. After Jan. 7, the commission upheld Rule 10 as applied. A rehearing request, including Jimmie Cook’s August 18, 1986 testimony, was submitted. The transcript notes a continuous relationship and potential marriage. Commission members Schweitzer, Kunz and McNulty stated no basis for granting a rehearing.
