Texas child passenger safety law strengthens phase two
Texas moves into phase two of its child passenger safety law as of January 1, with fines of 25 to 30 dollars for failing to secure passengers four and under. Offenders may have fines dropped if they prove purchase or borrowing of a restraint within ten days. The measure, urged by Health Commissioner Dr. Robert Bernstein, aims to curb fatalities in car crashes, the leading killer of Texas children.
