Texas lawmakers push tougher rules on above-ground tanks

Bills would task the Texas Commission on Environmental Quality with tougher standards in flood surge and hurricane risk areas while leaving specifics to the agency. The measure aims to curb accidents as industry and environmental groups debate the role of regulation versus enforcement and existing federal and industry standards.
