Closing arguments set for Friday in Exxon Baytown trial
Former Texas environmental chief Mark Vickery testified that the Texas Commission on Environmental Quality often reserves its stiffest penalties for the most egregious violations. He discussed ExxonMobil’s 2010 consent decree, paid $98,000 in penalties, and planned emission-reduction measures tied to the Baytown complex. The decree was finalized by TCEQ commissioners on Feb. 22, 2012, the day before Vickery’s retirement was announced.
