About 35 Highlands residents packed the school board meeting to oppose pairing Highlands Elementary with Harlem Elementary or rezoning parts of Highlands into Harlem. Trustee Wahrmund proposed closing Harlem and transferring its 265 Black students to other schools, a plan that drew tentative support from several board members. The district must submit a new desegregation plan to HEW by Feb 27 or risk losing HEW aid.
