Leiper to lead Baytown city operations during interim period
Leiper will manage duties with Council and Baytown Area Water Authority while serving as deputy city manager. He rose through the ranks from 1977 fire department to city administrator, and his interim role follows Mercer’s resignation as Council begins a national search for a permanent city manager costing 20 to 25 thousand dollars.

Houston Targets Benzene Tied Plants To Cut Cancer Risk
Houston proposes a site specific plan targeting Exxon Mobil facilities in Texas City Channelview and Deer Park to cut benzene emissions. The city would require tanks and wastewater upgrades this year and annual reporting on reductions while state limits would cap exposure to prevent about 10 cancer cases per million residents.
