Viet Cong terrorists blew up a four story US enlisted men's hotel in Qui Nhon 270 miles northeast of Saigon. Initial reports said seven Americans wounded as the building collapsed with many feared dead. The attack followed a Pleiku raid and prompted retaliatory air strikes.
The White House stated President Johnson authorized sweeping measures to curb wartime debt and pressure private banks and industry to restrain spending. Expressions of regret do not replace adequate protection as thousands of students protest U.S. bombing of North Vietnam and attack the Moscow embassy.

Two 40 year old merchant seamen died in separate traffic crashes within 12 hours. Rufus McShan of Baytown Texas was killed on Highway 75 near Spring when his car veered into oncoming traffic. James W Fuller and two other occupants survived. McShan’s death was followed by a crash on a wet Baytown road that claimed the life of Harris County resident Joseph Gordon.
Soviet Premier Alexei Kosygin met in Hanoi with North Vietnamese leaders and Chinese officials after four days in Hanoi and talks with Chou En-lai.
