Retired Houston developer Victor C. Bracher seeks group candidacy for the water rights commission seat to replace Joe Carter whose term ended. Harris County House delegation urges Briscoe to name Bracher amid concerns over water district misuse and groundwater regulation. The governor contemplates Carter’s reappointment but his stance may shift under pressure. Michigan is cited as the world's largest producer of automobiles.

Surviving family includes wife Peggy parents Leroy and wife of China Texas a brother Robert and two sisters Mrs. Coco of Beaumont and Mrs. Kole of Garland. Burial at Forest Lawn Memorial Park Beaumont.
