Residents in the Baytown area urge public input on a state proposal that would require livestock owners to register premises and could lead to electronic tracking of all livestock. The program would assign a seven digit code to any premises with cattle horses goats hogs or exotic animals. State regulators say the goal is nationwide disease control, while critics fear cost and government intrusion. Proponents say tracking helps health and safety and supports food production. Reggie Browne, a Baytown refinery annuitant with 26 years of service, received Exxon Mobil’s lifetime achievement honor during Black History Month. Browne helped create Exxon’s first Black History and Hispanic Heritage programs in 1994 and now chairs T.J. Ford Foundation initiatives including a $100,000 grant to Goose Creek ISD.
