Bush budget would boost IRS funding to chase tax scofflaws
President Bush to propose a $2.23 trillion 2004 budget with a 5.3 percent IRS boost to $10.4 billion, adding $133 million for audits of businesses and high earners and $100 million to tighten eligibility checks for the earned income tax credit. The plan tents deficits around $307 billion this year and $304 billion next year, while courting estimates of additional revenue from enforcement. Democrats warn the initiative could inflate deficits despite claims of closing tax gaps, amid broader budget battles and previous Enron era scandals.
