LP pilot not certified for instrument flight crash probe

National Transportation Safety Board investigator says John Mellvoy, a 20 year pilot with only 58 hours in the air and possibly misreported time, was not certified to fly on instruments when his single engine plane crashed near San Antonio International Airport killing four, including three La Porte family members and Mrs Mcellvoy's mother Jolce Sanford. The flight lasted under ten minutes with erratic altitude changes and speeds between 80 and 150 knots, but no distress call was issued and weather or mechanical failure were unlikely factors.
