Baytown city council outlined the boundaries of annexed areas starting at Black Duck Bay and running west along the bay shore to the Houston Navigation District. The line moves north with the district boundary to Davis Point, then along Scott Bay to Bay Villa and the Humble OW and Refining Company line. The northern edge follows the Grainage ditch and the General Tire plant area, then Goose Creek Stream back to the existing boundary. An inner sector known as Gilana follows Railroad Avenue to the interurban tracks and Missouri Pacific tracks, then east along the tracks to the fence near the Butadiene plant. The outer boundary encloses east and north industrial zones, excluding a 40 to 100 foot strip inside the city. A parcel south of the northeast corner extends to Goose Creek and Decker Drive. An additional 1370 acres may join Baytown pending second-reading approval, including Wooster, Crystal Bay, Brownwood, Bar Villa and Lekewood additions, with its southern limit along Market Street Road.
