Bell leaves Washington as he came, humble and steady
Ted Bell ends his term as education secretary by returning to Utah. A veteran administrator and Reagan appointee praised for reform efforts, Bell led the department through the A Nation at Risk era while cutting jobs but not shrinking the budget. He cites failing to sway the New Right and plans to teach at the University of Utah. Born 1921 in Lava Hot Springs, Idaho, he is survived by a long career in education.
