Navy Oil Dumping Violations Spark Regulatory Scrutiny
Navy personnel dumped oil sludge off Mayport Florida 55 miles from the St Johns River mouth without environmental impact statements as required by new Navy rules issued Oct 30. Secretary Chafee banned open ocean dumping of sludges and oily wastes, directing private disposal or onshore burning. Senate leaders call the incident a violation of pollution laws and justify action under the Water Quality Improvement Act replacing a 1924 statute.
