Richards Draft Plan for Howard Faces Opposition
Houston sources report talks on a draft style plan for players drafted by clubs. If a draftee refuses a contract, he could enter another selection process before the next regular draft. Proposed drafts aim to spread talent, with January and June rounds for college and high school players and an August session likely for other players. Each club would select one player per draft, though approval from minor leagues and team executives remains uncertain.
