Federal panel torpedoes Texas redistrict maps in Voting Rights ruling
A Federal court in Washington found evidence of discrimination in Texas redistricting approved by the Republican legislature last year. The 154 page opinion says the maps violate the Voting Rights Act as lawmakers failed to prove lack of discriminatory purpose. Abbott says ruling covers 2011 maps not interim San Antonio court maps for November elections. See maps page 10.

Mont Belvieu council eyes 2 million library bond
Mont Belvieu City Council unanimously moved to set a May 2013 bond election for 2 million to fund a freestanding library. The project totals about 3.871 million with 1.2 million from Chambers County and another 600,000 grant. a 12,500 square foot building could still leave a 2 million shortfall and slightly raise the tax rate. The site remains undecided, with a preference to stay near or in Mont Belvieu, possibly along Eagle Drive.
