Baytown council members and Mayor Lee Liggett debate funding for land for a new city hall, parks, and youth and senior facilities. They favor bond programs over property tax increases to fix streets, drainage, and water supply, noting past bond rejections and the high cost of paving all streets.

Partly cloudy and continued hot through Saturday with scattered afternoon showers possible. Temperature range Friday 34 to 95 degrees. Rawtown reported a high of 96 Thursday and a low of 30 Friday morning. Galveston tides show high at 3:14 am and low at 7:41 am.
Mike Forche son of Police Chief and Mrs. Bob Forche arrives in Baytown to join his father while the rest of the family travels from Mission Texas. He will enroll at Robert E Lee High School next week and is settling into Baytown life.
Thomas Pinkney Fuller 91 of 3229 Highway 246 died Thursday at home after a life as a farmer. Funeral arrangements through Earthman and Gibson in Lufkin call for 10 am Saturday services at Cent Baptist Church Zavalla with burial at Ebelezzer Cemetery. Survived by five sons Dewey and Franklin Fuller both of Baysown EF, L Fuller of Borger, Woodrow of Jasper, Wesley of Port Neches. a daughter Eris Gillam of Fredericks, Md. 16 grandchildren and 11 great grandchildren.
La Porte voters approve desegregation starting with the 1963-64 term. Five Negro transfer requests to formerly all-white schools were approved, with boundaries set for five zones including De Walt, Spencer and surrounding areas. Superintendent Pearce favored a January 20 deadline, but the board amended to begin at the new term, allowing students to choose schools within the desegregation plan.
Registration days next Thursday and Friday will open the 1983 64 school year. Approximately 11 612 students in Baytown will register with teachers and administrative staff conducting orientations and workshops. Elementary and middle grades report in morning, with older students following in the afternoon.
Members of the school district biracial committee agreed on several issues at its initial meeting Thursday night. The only definite action was to schedule a follow up for 7 20 p m Thursday Sept 12. They also agreed to meet as one group at the Nesro members request.
Despite objections to Negro members, two subcommittees for Baytown and McNair met separately at the start of a meeting. They later combined to set a date for the second meeting. The groups discussed spending McNair bond money, Carver High air conditioning, and total integration. Black members urged joint talks, noting half the problems would remain if they stay apart. Trustees and ministers named in the Baytown group urged unity. the school board president urged separate sessions to push progress.
Five more miners were rescued alive and in good condition from a Utah potash mine, bringing the survivors to seven and the known dead to eighteen. Rescue teams freed men from a deep tunnel where an explosion trapped 23 workers the day before. Texas Gulf Sulphur Co. chief engineer June Crawford announced the five survivors as they walked out by lift, with one miner ready to return to mining.
The La Porte School District faced a controversial move as the Baytown board prepared to charge tuition for Negro students sent to Carver High in Baytown. Trustee Karl Opryshek proposed the charge, citing an $8,000 budget and possible reimbursement differences. La Porte Supt Ralph Pearce said four applications from Negro students to white schools were already received, and the number may be affected by integration. The baytown district can levy up to $200 per student depending on costs and state reimbursements. A. R. Von Stark noted the action was Opryshek’s individual move, not a policy committee recommendation. The board also reassigned Drew Dunlap to football coach and sought a PE teacher to replace Adams.
In Havana the Fidel Castro government raised the armed forces to a state of alert with larger troops and militia at strategic sites. Military intelligence warned of possible anti Castro exile incursions on the North Coast, with raids expected to be bigger than recent hit and run attacks. Telephone links to New York were reportedly cut by censorship as the alert extended beyond the capital to watch for attacks from Nicaragua or other Central American refuges for exiles.
Isabel Hernandez 46, employed in Baytown Refinery service department, died Thursday in a Baytown hospital. He lived in Linus near Coady and was World War I veteran. Funeral 10 am Saturday at St. Jude's Church Highlands with Rev Henry Parmenter officiating. Burial in Rest Cemetery. Rosary 7:20 pm Friday at Hernanire home in Linus. Survivors: widow Julia Hernandez. son Paul Hernandez Fernandez. daughters Esther Janie Lydia. parents Frank and (Mrs.) Hernandez. brothers Louis and Mike. sisters Mrs. C. Murez of Baytown and Mrs. Lupe Grandas of Monterrey, Mexico.
Baytown City Council planned a Friday noon special to discuss awarding a management survey contract to Griffenhagen Kroger Co of Los Angeles. Mayor Liggett said the survey cannot be included in the master Long-Range City development plan, with the council voting 6-1 to not sign the contract and to wait for master plan inclusion.
In a surprising turn Gen Chung Nee Park of South Korea plans to seek the presidency in the upcoming Del. 45 elections noting civilians only can run. Separately, ex‑dictator Marcus Perez Jimenez claims mistreatment in a Florida jail while Venezuelan unrest continues.
A tornado roared through a Texas City residential area causing roof damage to several houses and smashing two motor boats. Fire Chief Ray Jones estimated about $5,000 in damage.
