The Torres family plans to announce a settlement in their civil suit against Baytown after Luis Alfonso Torres died in police custody on January 20, 2002. Attorneys quote at least 250000 dollars as the settlement amount, to be disclosed at a 2:30 p.m. press conference in Houston.
