City budget plans rely on service gains and surpluses
City Manager Lanham outlined 1965-66 budget prospects citing revenue from garbage collection in Lakes and Brownwood, building and electrical permits, and library fines. He noted expected sensitivities as surpluses in general funds and water and sewer carry most extra spending, while cautioning those surpluses may not repeat.

Raise Is Sought By Baytown Police And Fire
Baytown council considers a 10 cent tax hike to fund 10 percent raises for all city employees, with fire and police departments pushing for $50 monthly increases. Police spokesman C W Cowan warns of recruitment problems and vows to seek a referendum if denied. Fire chief Turner stresses the need for competitive pay to attract and keep trained personnel and notes firefighters perform major vehicle and station maintenance duties. The city budget currently lacks the proposed boosts, with some officials hinting at a possible election and revenue increase to cover higher wages.
