Baytown Council Urges Lower Library Budget Request
Four Baytown councilmen sharply criticized the proposed 1963 64 library budget of 86 516 an increase of 25 518 over last year. They noted 51 000 spent on books from bond funds and warned the plan to hire extra pages would raise costs. Other members urged a softer view emphasizing staffing needs and a six day operation while seeking a more reasonable total.

No General Hike In City Wages Planned
City Manager J B LeFevre agrees to defer all 1926 budget wage requests until a management survey, approved earlier, begins. Councilman Tommy Cook proposed the delay as budget studies start. LeFevre said no general wage increases were requested, only adjustments, with no increases for supervisory staff. Mayor Lee Liggett urged awaiting the survey to guide raises for deserving workers. The first study session cut $300 for a court judge car allowance and reduced election funding, deferring a charter amendment election. The council also cut veterans services and an IBM transcriber, while leaving room for secretary hires undecided. Two IBM transcribers already exist. The budget for the city law department remains unchanged at $18,798, though some councilors seek reevaluation. Page 2 mentions WAGES.

Bingo Game Warning Is Issued Here
Baytown Police Chief Bob Forche told about 30 people at a meeting Wednesday that the Police Department would enforce state laws on bingo like any other gambling. He cited information from the state attorney general and Harris County District Attorney Frank Briscoe that bingo games violate gaming laws. Representatives of clubs operating bingo attended in the Corporation Court room. Forche said he inherited the issue and must enforce all laws. he stressed he does not oppose bingo but legal compliance is required. Jack Walker, for five associations, argued that sponsoring groups use funds for charitable, community-benefiting purposes and that bingo is a recreation, noting many players are elderly women.
