The Texas Commission on Environmental Quality plans to publish rules for nonhazardous industrial solid waste landfills this week. A permit filed in 1996 by TSP Development would allow a Beach City dump on Fisher Road to handle up to 811,760 tons of industrial waste annually, including lead, mercury and arsenic. The commission is set to vote.
The Public Registrar will publish a draft version of landfill rules on Wednesday. Public comment will run for at least 30 days after a likely public hearing. Commissioner dates and exact comment period are to be set by the commission. The rules follow early year legislation by Rep Wayne Smith. Smith met with Judge Jimmy Sylvia and TCEQ Executive Director Margaret Hoffman last week to discuss the rule making.
Superintendent Barbara Sultis described new arrangements for the upcoming school year at Godse Creek and Lee Annex on Decker Drive. About 120 Robert E. Lee High School students will shift to Lee Annex, with 80 bused in the morning and 40 in the afternoon, no cafeteria at the annex, and meals served back at Lee High. Four morning classes and two afternoon classes are planned, and Gifted and Talented education will be offered at Travis Elementary with ESL moving to a new site.

Two Baytown mothers filed a Harris County suit against Country Day Montessori School and owners Angela and Thad Gittens accusing children of physical and mental abuse and neglect. A July state probe found licensing infractions and prompted an administrative review set for Wednesday. Investigators cited corporal punishment and other violations after interviewing students, while the owners dispute the claims and plan to present evidence at the upcoming review. The school, licensed January 2002 to serve infants through school age children, has undergone seven inspections.
Gov. Rick Perry used line item vetoes to eliminate the Texas Criminal Justice Policy Council's 2.5 million biennial budget, arguing that monitoring and projections can be contracted or reassigned. The independent agency, created in 1983, previously advised the governor's office and Legislature on prison policy and reforms.
Old River Winfree residents welcomed Marine Lance Cpl. Jason Gutierrez home from Iraq with broad smiles and warm hugs. The 22 year old Ross S Sterling High School graduate flew in from California on leave and surprised about 30 friends and family at the Old River Winfrey Community Center. Gutierrez joined the Marine Corps in May 2001 and serves with an artillery battery in the Third Battalion 11th Marines based at the Marine Corps Ground.
