Baytown council OKs tax zone guidelines for Island Park
Baytown City Council approved guidelines to establish a tax increment reinvestment zone on the southeast side to aid the Island Park waterfront subdivision. Developer Lewis Foley outlined a 1,250-home master plan across 600 acres with production, custom, and estate homes, plus a marina, parks, and community center.

College tweaks budget at Lee College hearing
Lee College Board of Regents reviewed a revised FY2004 budget of 33.8 million with a projected deficit of 350 519 after new estimates from a July workshop. Goose Creek board to hold budget hearing at 6:30 p.m

Bayland Island bidding opens in Baytown
Baytown leaders unanimously approved bids for Bayland Island offering two options. Option one sells the restaurant with a 40 year land lease for $1 monthly rent and a $500 maintenance fee. Option two would sell the entire island including marina and store with duty to honor the marina lease and dredging costs. Minimum bids are $100000 for option one and $3700000 for option two. The city owes about $38 million on marina and restaurant and must settle debt before sale. See BAYLAND on Page 8A.

Fire at Living Hope Church ruled accidental
Harris County Fire Marshal determined the Living Hope Church fire was accidental likely started hours before discovery from welding sparks in the back of the building. Baytown Police Chief said the attic concealed fire and it burned for some time before 911 call after 3 p.m. Saturday. responders found the church destroyed by 5 p.m. with heavy fire and smoke from the sanctuary roof.

Prop 2 would give mineral interest owners a two year reclaim period
Proponents say the HB 1125 based amendment by Rep. Kino Flores would let former mineral interest owners reclaim royalties lost to unpaid property taxes. If sold at a tax sale the owner would pay the bid plus fees and penalties, with 25 percent due in year one and 50 percent in year two. Richard Sanchez noted little opposition to the bill.
