Tax Proposals Face Republican Pushback and Surtax
President Johnson urged Congress to favor economy over new taxes amid a $61 billion nondefense budget and two thirds exempt from reductions. He proposed delaying $1 billion in civilian and military pay raises and delaying auto and telephone excise tax cuts for $300 million. Ford countered that spending cuts could avoid any tax increase. The surtax would bring in $3.63 billion in the year starting July 1.
