Two federal suits filed in Harris County allege property damage and personal injuries from toxic contamination at the Liberty Waste and Disposal Co. landfill in Highlands. Plaintiffs claim reduced property values and health issues including brain tumors and leukemia, naming Exxon and many chemical firms as defendants. Attorneys seek class action certification for nearby property owners and residents.
Baytown school trustees meet Monday to approve the 1987 summer athletic program and budget. Activities include tennis weight training basketball and advanced swimming with venues at two high schools and Ross S Sterling for swimming. A bond refunding plan by Underwood Neuhaus could refinance bonds to save about 300 000.
Texas traffic fatalities declined from a 1981 high of 4,701 to last year’s 3,568 amid task-force led reforms. DPS Director James Adams credited legislators, law enforcement, and Mothers Against Drunk Driving for the drop, noting open container bills and DWI punishment reforms. He cited drug seizure progress and a 36 percent drug-arrest positivity study, and said he will join a War on Drugs II committee after retiring.
Testimony in the capital murder case of Carl Edward Napier, a 41 year old Channelview area man, is scheduled to begin May 4 in Houston in Judge Woody Densen's 248th District Court. Napier is accused of killing Jack Joseph Carlin, his wife Martha Kitty Carlin, and their son Andrew on a houseboat near the San Jacinto River Bridge February 20 of last year. Robbery is suspected as the motive. Deputies said stolen items were found in Napier's possession after his arrest following a traffic stop.
Harris County property owners are reminded that April 30 is the deadline to apply for 1987 exemptions and productivity valuation of agricultural and timber land. About 90,000 homeowners must file new applications, including ownership changes from 1986, with extra importance for charitable or religious groups seeking full property tax exemption.
