Harlem Plan Faces Court Challenge Over Magnet School
Clark announced HEW filed for federal funds while an appellate court delayed enforcement against 42 districts over Swann compliance. Harlem proposes 30 percent white enrollment by reassigning attendance zones without involuntary busing, with transfer options until white share hits 70 percent. Congressman Eckhardt backs the plan, claiming it is innovative and non coercive. HEW attorney Luck is expected to prepare for the administrative hearing in Baytown.
