Texas senator backs water and transport funding plan
Senator Williams of Senate District 4 promotes a constitutional amendment to divert half the Rainy Day Fund to state infrastructure loans for water and transportation, with two ballot questions to fund water projects and port plus road initiatives, aiming to ease shortages and congestion while noting limits on passenger rail. SB 21 passes Senate unanimously to require unemployment benefits applicants to undergo drug testing. SB 971 advances, enabling tax reinvestment zones to fund dredging and channel widening, including Sabine-Neches upgrades. The senator plans more budget talks and a Washington visit to discuss federal unemployment reforms and aim for a final budget before May.
