City council and foundation clash over land appraisal value
Council says it can only offer what it can pay for while foundation disputes the value, citing a higher appraisal. Baytown appraiser Chet Thiess valued the Ward Road property at 140000 as of April 1 2003, terms tied to size. The city maintains appraisals are opinions and seeks compromise on a 25 year maintenance contract with East Little League and league facilities upkeep.
