Strayhorn Rejects Raiding Rainy Day Fund for Budget Gap
Comptroller Carole Keeton Strayhorn said she does not support using part of Texas Rainy Day Fund to fill a 1.8 billion shortfall as the House pushes a 117.7 billion 2004-05 budget. She warned she will not certify an irresponsible budget, vowing to guard emergency funds and requiring a balanced approach with lawmakers. HB 7 covers the supplemental appropriations shift, while HB 1 handles the main budget and HB 2292 the restructuring.
