Baytown voters will cast ballots Tuesday from 7 a.m. to 7 p.m. for a mayor and District 2 3 6 council members amid a large field of candidates. A new city law requires a 350 cash bond for signs on public property and 50 fees for signs on rights of way, refundable upon removal. Five candidates did not obtain permits for placing signs on public property.
