The April city election totals show 19 absentee ballots as of Thursday morning. Friday is the last day to vote absentee with ballots due by 5 pm at the office of City Clerk Edna Oliver. Other notices include Baytown JCettes meeting canceled, steering committee final May dates, tax office hours, and local community items.
Washington AP reports two speculators who bought control of Texas banks with borrowed funds are to testify on allegations they drained assets. Sen. McClellan questions Morris and Garrett as witnesses recount the March failure of First National Bank of Marlin and control of Mainland Bank & Trust Co in Texas City. FDIC examiners detail leveraged financing and misused credit facilities, with testimony on investments and bank ownership.
SAN FRANCISCO AP As of this morning a Marine Corps couple shows a rank reversal. Sgt Bell, a gunnery sergeant, is out ranked by his wife, Sgt Lil Van Hagener, who has been promoted to warrant officer. The change, effective at 10 a.m. today, echoes an April Fools joke in context.

C E Reisth Jr, chairman of Hum dle Oil and Refining Co, told the National Petroleum Refiners Association luncheon that the petroleum industry faces steady demand growth yet must use money and manpower more efficiently. He cited energy consumption doubling in 25 years and projected continued rise to 1985, with oil still supplying about three fourths of the nation's needs in 1995. He warned of competition from nuclear energy, corn, and electricity, and noted past refinery overcapacity from the 1950s building spree, urging solutions to current problems.
A 1964 comparative report by Russ & Co. ranks Goose Creek School District with the lowest net debt per capita among seven area districts. Goose Creek’s debt ratio to actual value stands at 1200 per cent, with a tax rate of 35 cents per $100 and an assessed value of about $281 million. Other districts include Deer Park, Aldine, Galena Park, La Porte, Pasadena, and Spring Branch, with varied adjusted tax rates and debt figures. In a letter to the Texas Education Agency copies went to Baytown trustees requesting a full scale investigation of the school district after Dr. Raymiand C. Wilson of the Southern Association urged review. Board President A. R. Von Stark questioned timing and said outside influence should not sway the April 3 trustee election. He noted Wilson’s visit March 23 23 and Wilson warned a later graded probe might occur after the association meeting in June.
In Camden Alabama a Negro voter drive met violence as smoke bombs stopped a march and dynamite damaged a Negro home in Birmingham. Bombs targeted Mayor Bouwell and Council member Migtonico but were defused. The Camden Academy school faced boycott action and protests. Leaders vowed to continue demonstrations for voter registration, with Dr. King urging economic pressure if needed.
Funeral services for Elmer Lawrence Wilder 37 of Baytown will be held Friday at 2 p.m. at Paul A. Lee Funeral Home. He died Wednesday in a local nursing home. Survived by widow Minnie Wilder and 16 daughters 2 stepdaughters 10 grandchildren. The Rev Jim Brown and Rev Marvin Crow will officiate. Burial in Rest Cemetery.
Police were alerted at 8:16 p.m. Wednesday to water bubbling up near Goose Creek stream by Highway Street. Fatrolmin Don Iferring responded to the scene but could not locate the source of the bubbles.
President Johnson asked Congress for 1 million dollars to swiftly construct a U S Embassy chancery in Saigon. He said the project shows the United States will not be deterred by terrorist acts or the murder of civilians and destruction of civilian property in Vietnam. The plan envisions a building either complete or as the first stage of a larger chancery to replace the one bombed earlier, which killed 20 people.
