Wise Step in Hoover Report on Merchant Marine Reform
The Hoover Commission urges removing Military Sea Transport Service ships from active use and maximizing private vessel use. MSTS ships would go to reserve as Congress funded $110 million in 1956 operating payments to U S flag lines and a House committee proposes a ship replacement program to cut wage-driven costs abroad. Chairman Bonner says every American has a stake in a successful U S flag fleet. Removing MSTS from competition is seen as a key step to solving the broader merchant marine crisis.
