War Dept May Share Cost on Winnegance Fill Plan
A Maine military figure in Bath suggests the War Department might fund part of building a fill at Winnegance to replace the wooden bridge. He notes old forts like Fort Baldwin are obsolete and defense would rely on mobile artillery moved by road, making a fill desirable for transporting heavy guns. He urges officials to seek departmental support.
