Vessel Property Taxation Topic for Assessors

A Maine Assessors Association session in Augusta discussed taxing vessels under federal commerce rules. TD. Tupper noted tonnage taxes apply to vessels as commerce instruments, while within state commerce they may be taxed by value or tonnage. Vessels’ home port and taxable situs vary by ownership and operation, with Maine showing about 3 million dollars in vessel property value. The talk covered how to identify vessel owners, using custom house records and enrollment ports, plus the current law’s advantaged and disadvantaged tax scales. Also mentions auto thefts in eastern Maine and a new born at City hospital weighing nine and a half pounds.
