Hallet Urges Coast Nautical Schools For Training Seamen
Bath native Richard Matthews Hallet proposes government run nautical training schools at multiple Atlantic coast ports to staff the Maritime Commission cargo carriers. He notes 3,000 trainees yearly are planned but training to ready seamen for roles from ordinary sailors to captains requires years, not months. He cites World War I ships built rapidly and warns of the need for extended training, urging strong focus on disciplined military prep in schools and Legion vigilance against espionage as elections near in the Portland area.
