Federal act funds administration and interstate highway taxes
The act provides separate funds from received fees to cover administration costs. An initial 100000 dollar treasury appropriation backs early expenses. It allows states to taxing interstate carriers for public highways as they do motor carriers in interstate commerce, while preserving intrastate regulation by states through local boards.
