Maine highway acts overhaul the system with a State Highway Commissioner and $2,000,000 bonds. County commissioners may hire prisoners for road work, with tools and support supplied. The highway department will remove dangerous trees, regulate turf left on roads, enforce uniform signage, and prosecute abutters. Vehicle weight and speed limits are set, and a 15 mile reciprocal neutral zone with neighboring states is created.
