Washington May 2 The Senate passed the war army bill to settle parliamentary issues without a revived fight on the volunteer system or the selective draft. Senator La Follette backed a substitute referendum on raising an army for Europe, but it failed 68 to 4. A compromise on age limits was expected, possibly 21 to 34. The Mossivelt proposal to permit four infantry divisions for foreign duty likely will not be adopted.
Secretary McAdoo disclosed large first loans to Frans and I totaling about 100.4 million dollars each and immediate steps to aid allies. He said a Russian loan and a Belgian loan are under consideration, with bond offerings under the war finance law delayed until allied needs are clearer. Mexico City May 2 Venuztiano Carranza was sworn in as Mexico's first constitutional president since Madero's assassination on February 23 1913 He was backed by the March elections and pledged to uphold the new constitution Genera Obregon as war minister attended the ceremony along with signers of the plan of Guadalupe The presidency opened with military salutes and the national anthem as diplomats and officials greeted Carranza and his cabinet.
The Russian withdrawal from Mash in Turkish Armenia is announced by the war office. Mash has been occupied by Turkish forces. The report notes the town fell to the Turks after the Russian evacuation.

Burlington May 2 Efforts are under way to locate Private Mozzie a New York artillery recruit and his guard Private Vallie of Irigg M as they vanished while being escorted from the guardhouse to the hospital at about 8 oclock last night Army and local police comb the surrounding territory fearing the guard may be wounded and the prisoner escaped the guard was armed and in olive drab with a campaign cap.
Brattleboro on May 2 reports a fire of unknown origin destroying the Glen House, a three story hotel in Jacksonville, and damaging the residence of Ebert J. Roberts. The hotel run by FE Eugene Adame was set for sale by auction the next day. A telephone alarm drew firefighters from nearby towns and the hind engine company responded promptly. Traveling salesman Earl Moffatt, a guest at the hotel, lost a diamond pin.
May 2 Burlington Vermont crop census shows potatoes offered at 2 to 4 dollars per bushel with Rutland and Addison counties reporting variable yields. Spring wheat planting demand noted. seed supply limited. Census completed April 25 with partial responses from rural teachers. Fred B. Russell pleaded guilty to assault with intent to kill for shooting his wife in October. He received a sentence of not less than five nor more than ten years.
