President Wilson called an extra session today after German submarine actions sank American steamships without warning. State of war is admitted to exist between the United States and Germany, with Congress summoned to take formal action.
President Wilson announced an extra session of Congress for April 2 to act on the state of war with Germany. He left the question to Congress and his address, noting armed neutrality while awaiting declaration of policy and possible universal military training. The move follows German submarine warfare against American trade and aims to outline overt acts and future steps to protect U S interests.
The Vermont Methodist conference shifts its annual session from Waterbury to Newport due to an infantile paralysis outbreak. The session runs from April 18 to 24, following a Health Board recommendation.

In a UY wireless report from March 21 the French battleship Danton class was torpedoed and sunk in the Mediterranean by a German submarine commanded by Lieutenant Captain Moralet. The ship zigzagged before she sank, with her crew of officers and men numbering around 1000. The Danton class included five ships with similar armament and specifications.
The Vermont Senate passed in concurrence a measure granting propertyholding women the right to vote in town meetings by one vote margins and backed an annual local option referendum. Debates over licensing commissioners and county hospitals for tuberculosis highlighted a busy session with several bills carried to third reading or killed.
Mrs Thomas J Blain of 138 South Main street died at 2 AM after several days illness. She had surgery yesterday at City Hospital. Survived by husband Thomas J Blain five children Thomas J Blain and Mrs John C Booth of Barre Louis B Blain of Lewiston Mont Mrs Roy Blanchard of South Barre and Mrs Peter Reid of this city Two sisters in Aberdeen Scotland and a sister in Glasgow Scotland also survive. Isabella Marr Petrie born Aberdeen April 27 1860 married Blain in Scotland before moving to America thirteen years ago the family has lived here 13 years Funeral Friday at 2 PM at the house Rev J W Barnett Congregational Church officiating Body to Elmwood vault interment Hope cemetery.

A large horned lark was observed yesterday in St Albans, believed to have traveled from the far north. The sighting suggests unusual migration activity in the area as spring approaches.

Mrs. Frank Gannsucco died at her Websterville home at 1 05 a m from heart trouble after rheumatic fever. A 62 year old Italian-born immigrant married in Websterville twelve and a half years ago to Mr. Gannsucco she leaves a husband five stepchildren a sister in New York another in Italy and four brothers in Paris California Waterbury and Italy. Funeral services Saturday at St. Sylvester church Graniteville with burial in Barre Catholic Cemetery. Mr Gannsucco belongs to Court Rob Hoy of Graniteville and will be represented by the order at the service.
Barre adopts financing steps for a military census and authorizes an auto track purchase for the water department. The council plans budget amendments and street railway talks with Howard Sands of Hostom to resume negotiations. Dr J A Wark is nominated as health officer, with merger plans noted and continued on the next page.

Shortly after Vermont Senate declared a state of war with Germany Chaplain Rev G J Wells volunteered at the Montpelier naval recruiting station to serve in any naval department suited to him He expressed willingness to undertake any task and was encouraged by Chief Master at Arms to proceed with the naval office in Burlington
