Allied Supreme Council dictates voluntary twelve year enlistment and disbands the Imperial General Staff. Germany must reduce its army to 100000 and destroy Rhine frontier fortifications as part of postwar disarmament measures.
Paris reports the supreme council has adopted the German disarmament terms for the peace treaty. Germany’s military strength is limited to 100,000 men with 4,000 officers and all arms beyond that must be destroyed. Rhine forts to be razed and the general staff abolished.
Reports from Paris indicate a collective declaration branding former Emperor William II as an arch criminal. The text notes mounting pressure for him to face accountability under a pending peace treaty.
Washington March 1 The United States and Britain announce an agreement ending double censorship of cable communication. From now on each message will be censored only by the country of origin, with modifications allowed to align with the ongoing blockade.
Reports indicate a major commission on war responsibility backs a prompt peace with Germany, possibly allowing punishment for German officers who violated law but not for the Edith Cavell matter. Pope Benedict XVI appeals to powers for a rapid peace settlement while Berlin confronts Spartacist uprisings with heavy casualties.
Buffalo officials deny any plan to hold a parade of unemployed and reject a blanket call for troops or Albany aid. Mayor Huck cites no threat to city hall. federal agencies estimate 10 000 to 15 000 unemployed, with 5 000 out of work but many not seeking jobs while navigation opens. Avery of the federal bureau says about 60 of 1000 seekers found work yesterday and predicts a labor shortage once boats resume movement.
Boston dispatch reports from March 1 that 11 towns voted on liquor licensing. Eight towns shifted from dry to wet, including Weymouth Hingham Scituate and others in the oil colony district. Hudson Spewih Amesbury Needham Amboret voted to stay dry amid pro and anti saloon campaigns.
Washington dispatch reports Major General Prenly relieved from command of the Bureau of Military Aeronautics and reduced to colonel. Brigadier General William Mitchell to command the Army Air Service in the bureau. Prenly to report to the Chief of Field Artillery for new duties. transfer reflects downsizing of the aeronautics branch.
Pope Benedict warned that granting control of Palestine to infidels would cause great grief to the Holy See and to Christians, saying Holy places should not fall under non Christian power as the Ottoman empire evolves.
Washington March 1 Members of the House military committee will urge Secretary Baker to send an American army occupation and camp support delegation to Europe. They expect to sail from New York on the George Washington soon after April 1. Reps Olney of Massachusetts Greene of Vermont Morin and Dragon of Pennsylvania, absent from Washington, will be asked to join.
Danish dispatches deny the Baltic city of Riga has fallen to German troops. Reports claimed a Baltic recapture and the capture of Riga by Germans, but the Copenhagen source tests the claim, noting German forces are still a considerable distance from Riga as of March 7.
General Pershing announced to Congress that the 20th division would ship from Brest to Boston in early April aboard the Agamemnon Mount Vernon America Von Steuben Kroonland George Washington and Presentstrant. Vermont Governor and Legislature heard General Edwards praise the stout-hearted troops before a packed gallery. Senate debates and House votes touched chiropractic licensure open seas for fur bears and poll taxes for women as sessions adjourned.
March 31 New York reports the steamship Mount Vernon delivering 5784 troops from the 27th division with officers and sick or wounded personnel. The convoy includes divers units from Massachusetts, Pennsylvania and other states under General James Glennan. The OS Sean carries 1927 troops of the 26th infantry and the 10th Army, while the Adriathe brings discharged Americans from the Canadian expeditionary forces. One death is noted, Private Eugene A. Tansey of Lynn, Massachusetts.
Chicago March 11 An extension of the exemption provisions in income tax law was announced by Commissioner Roper. The exemption for a wife or children covers the entire year 1018 even if the wife marries or a child is born on December 31. Julius Smietinka, Chicago district internal revenue collector, explained the ruling saves for men earning $2,000 who marry during the year but hurts those who add a wife during the year, since the widower must file as a single man for the full year. The same applies if a child dies.
Secretary Daniels spoke by radio telephone with Maeign Harry Pagenwater aboard a navy flying boat en route from Washington to Hampton Roads. Communication was established over a distance of about 150 miles, the longest radio telephone transmission with an airplane in sight to date.
Secretary of War Newton D. Baker and General Payton C. March arrived in Des Moines for a visit to Camp Dodge and Fort Des Moines on March 11. The military leaders planned inspections and talks with local commanders during their trip.

Quincy March 11 Police guarded granite districts after a Friday vote to accept National Manufacturers Association prices and return to work. Many workers stayed home awaiting how the gravity hand deal will be received, while union leadership planned a Sunday meeting to decide next steps.
Vortis H Abbott former county agent for Washington county Farm Bureau has resigned and will join the Eastern States Farmers' Exchange at Springfield Maine as assistant manager. He guided local agriculture from Barre to Montpelier over 1 year and helped grow Farm Bureau membership and regional farming networks with New England Milk Producers Association and Farm Loan efforts.
The battleship Nebraska carried 1,100 veterans into Boston harbor and included Vermonters among them. Names listed include Uren of Barre Walter Simonds from Middlebury Leonard St John of Barre and several others from Barre St Albans Rutland and Franklin County towns.

F C Lee becomes water superintendent, J B Reardon named as Overseer of the Poor, D M Gilbertteen inspector of wires, Oscar Slayton inspector of buildings. Brigadier General Andrews of the Salvation Army approves rent settlement for city hall. Payroll wages approved. meeting set for Wednesday at 7.00 pm.
Barre Town officer Wilbur F Cutler died at his South Barre home after a long illness from heart failure. Born in Grange he would have been 53. He moved from Parishville to South Barre at 17 and served as constable, deputy sheriff, truancy officer and tax collector, well known and respected. His wife and two sons, Roswell and Frank, survived him along with brothers and sisters.
Barre hosts a major automobile event featuring Oldsmobile Company Vermont state board of trade and Barre Merchants Association. The program includes an afternoon quarry excursion, a Hotel Barre dinner, and a cinema at the Market Theatre with a film program. Guests include Ro. Kieren of Lansing and managers from Cleveland Boston and other agencies.
The March term opened at Washington County Court at 1 am with Rev F B Leanle leading prayer and Sheriff Traty delivering the address. Juries not yet summoned. calendars read with many cases set for hearing and some continued including Carrie Alten and John Benjamin vs W A Child.
