Austrian government replies to American note confirming submarine warfare policy. Neutral vessels are granted freedom on the high seas while enemy ships lack such rights. The exchange clarifies expectations and protections for neutrals amid wartime submarine activity.
Vienna furnished a cautious reply to the American note on unrestricted submarine warfare. It claims neutrals bear responsibility for losses when entering war zones and says Austro Hungary agrees with the United States on protecting neutrals but asserts the blockade is illegal and neutrals have no standing beyond being warned to avoid enemy ships.
Washington March 6 Austria's note declaring adhesion to unrestricted submarine warfare offers little hope of avoiding a break with the United States. The probable course of U S action may be determined at today's cabinet meeting.
Five Chinese were killed two fatally injured and three wounded in Tong wars across San Francisco Oakland Stockton San Jose and Seattle. Gunmen from Hop Sing Suey Sing and Ro Ong Sing Tongs fought fighters from Suey On Sen Suey Wing and Hing Kong near a planned peace conference. Two arrests followed as police linked the wars to months of trouble.
Reutersholm correspondent reports that King Gustave would resign but consented to remain. The Swedish government was defeated Saturday in a joint chamber vote over a 30,000 crown provision aimed at preserving Sweden's centrality.
Military operations of importance unfold on two Franco-Belgian front sectors. British actions end south in Somme, while Berlin claims an attack near Bouchavennes north of Peronne failed. Verdun region sees ongoing severe engagements with German inroads near Courieres wood. Paris notes recapture of some advanced positions and futile night assault by crown prince troops. On the Russian front in Galicia Berlin reports repulsed Russian night attack near Brzrez any and a failed assault in the Kelemen mountains near the Romanian front.
London reports British positions improved east of Bouchavesnes and near Gommecourt. Two raids southeast and northeast of Arras yielded many enemy casualties, 42 prisoners and one machine gun captured, with light British losses.
Paris reports a spirited Meuse counterattack drove the enemy from part of the position held yesterday north of Bois Courieres. West of Font-a-Mousson a German trench assault north of Flirey failed. French fire shattered enemy works in the Foret de Rezange sector.
A mass meeting under the American Rights league condemned senators blocking the armed neutrality bill as little short of treasonable. It urged President Wilson to arm American ships in the barred German zone and warned that opposition aids Germany. Letters from Roosevelt Whitman and others were read, with Col Roosevelt's message urging immediate defense of American rights.
Amsterdam dispatch reports Germany sent a wireless to Count Von Bernstorff, former ambassador to the United States, at sea asking him to explain how the note about bringing Mexico and Japan into war with the United States was divulged. A courier will meet him to warn against interviews. Munich Leipzig and Magdeburg Socialist papers call the note the crowning diplomatic blunder.
Berlin reports that Field Marshal Art Von Strauseenburg is named chief of the general staff replacing Field Marshal Conrad Von Hoetzendorf, who moves to another key post. Autograph note from Emperor Charles lauds Von Retinadorn and awards the Maria Theresa order, previously worn by the emperor. Reuter dispatch from Amsterdam references Field Marshal Van.
The Senate of the 6th Congress held its first business session of the special meeting to review 14 presidential appointments. A fight to change rules to curb debate and stop filibusters is anticipated as President Wilson seeks power to arm American ships despite the stalled armed neutrality bill. An extra session may be called within two or three weeks to advance appropriations.
In the House of Commons on March 6, Churchill argues that once Bulgaria joined the war and a route to Constantinople opened, Saloniki’s army needs exceeded Britain’s carrying capacity. He says British honor is involved, vows not to withdraw troops, and notes Allies must act with a united policy to avoid entente rear attacks. Bonar Law rejects a secret session to discuss the matter.
London reports say the American schooner John G McCullough was taken at Falmouth for attempting to run the blockade. Cargo is being removed for the prize court. The steamer of the same name was listed as blacklisted but officials say the name was removed after cargo inspection.
Berlin reports Kaiser William commuted death sentences of Madeleine Douterligne and Henri, a Belgian couple, following court martial. Overseas News Agency cites German results, while British statements note bombs dropped on merchant vessel near the Downs and a near Ramsgate attack injuring a woman.
New York reports the arrest today of Hindoo physician Dr C Hanadar Chakraberty and Dr Ernest Schunner described as German on charges of conspiring to launch a military expedition against a friendly nation. Police say they confessed to plans to invade India via China with funds of $60,000 and to ship arms to China for storage until invasion.
A second man was taken into custody in Hoboken on suspicion of involvement with Fritz Kolb, the German arrested for a plot to blow up munition plants. Police say the plan targeted destroying war supplies, not the president, and may aid solving the Black Tom and Kingsland explosions. Kolb’s hotel room showed laboratory-like setup with bombs and fuses. He claimed his room was used by a man named Karl, and he met him in a saloon. He described his background, ages, and travels, and said he paid weekly for the room. Canadian Car and Foundry officials linked Kolb to a photograph of a former employee and expect interviews with workers to identify him.
A cablegram reports a proposed armistice in Oriente to be proclaimed by Liberal representatives and the American naval commander at Santiago. The plan, to be presented to President Menocal via Washington, promises U S guarantees of fair elections, recognition of Fernandez as military commander, and noninterference by the Mer cxal government in Liberal affairs.
Thomas Jewett of Hillwest Montgomery was killed when his grain wagon strayed onto a railroad track amid heavy snow near Berkshire. The horse crossed the track, the train could not stop, yielding instantaneous death. Jewett’s body was moved to Powell and Comings in Richford for burial.
At Niagara Falls New Jersey a mob of 400 strikers and supporters clashed with police and private detectives. Acheson Graphite and Aluminum Company plants were hit by weeks of dispute. One striker died, Police Chief Curry was injured by a brick, and several officers suffered wounds as shots rang out during the confrontation. The priest Father Thomas Stabenan urged restraint and the crowd dispersed. About 490 workers, largely foreigners, were on strike across the two ATI plants and Acheson Graphite.
Official British admiralty figures released from New York show February losses of British merchant ships to mines and submarines, including 61 ships over 1,600 tons and 33 under 1,400 tons, plus 29 fishing vessels. Sixty-seven ships were unsuccessfully attacked. The report notes 9,456 arrivals and 9,124 departures at British ports, excluding ally and neutral losses, with over two million tons of shipping in build. The admiralty calls the general situation quite satisfactory.
East Andover N H March 6 Mr Kinney formerly of Montpelier Vermont and Madison Wisconsin where he taught at the University of Wisconsin. A lawyer and author of law books he practiced in Montpelier. He leaves a wife and daughter Mrs Ira Brainerd of London England surviving.
Fire in Ludlow damaged the corner Main and Depot street building and a adjoining Main street structure. Starting in a barber shop due to a gasoline spill, the blaze caused roof losses and basement damage. Insured losses amount to about 6,000 with several uninsured occupants.
A March 5 fire gutted the two and a half story Hotel Amer ican at 18 Merrimac street in Newburyport mass. Four men John Sweeney 65 Charles Eaton 50 William Hudson 48 and John Sullivan 40 were rescued from smoke by firefighters from ladder one and patrolmen. The blaze started in a lamp filling room near the kitchen. Proprieter Mrs Annie Chisholm aided to the street. Losses: building 1414, Chisholm 3000 with little coverage. Firefighters battled gale fueled flames as nearly all town apparatus responded.
In Ossipee New Hampshire the autopsy on William Welch killed by Oscar White was conducted. Dr George B Magrath of Boston and Medical Referee Home removed the heart and other organs for examination in Boston. White is free on $1000 bond and faces murder arraignment in police court.
James G. Jones of the St. Louis National Baseball club obtained an option by paying 25000 earnest money to Helen E. Britton. President Tener of the National League will meet promoters in St. Louis this week likely Wednesday. Miller Huggins is expected to remain in charge. Branch Rickey is mentioned as possible head of the new Nationals.
Michael Green and John Green, druggists, operating as Green Area in Fair Haven, were arrested by U S Marshal E S Whitier on federal narcotics sale indictments. They pleaded not guilty, waived examination, and posted $1,000 bonds each for Burlington federal court appearance.

Montpelier city hall opened at 6 am with Mayor Boutwell presiding after illness. After three hours fewer than 200 voters registered as snow limits participation and no city officer contests exist. License issue only to be decided. polls close at 3 pm as warnings are acted upon.
Emory H Clark 81 died at his home 26 P street Monday at 1 20 pm after years of declining health. He leaves his wife two jehilkhem to a former wife F Clack of St Johnsbury and Mrs I Adams of Brandon plus two granddaughters Madeline Clark and Sara Adams. A Cabot native, he moved to Barre 12 years ago and belonged to Cabot Masonic lodge. Funeral at his home Wednesday at 2 pm with Rev F B Reardon officiating. interment in East Cabot. Flowers requested omitted.
Agents of Cunard report the Audania, left Feb 22 with 23 Harvard ambulance surgeons and drivers and 66 passengers, has reached New York. The Aurellia, Andania’s sister ship newly delivered to the company, will soon maiden voyage to New York.
