A St. Petersburg despatch says Russians recaptured Lisoyngwhong and Sumioncheng from Japanese forces after being driven out Friday. Germany is said to be circulating among the powers a draft of what it considers fair terms as the war continues.
The Birmingham Post reports a German peace draft that would impose a 25 million pound indemnity on Japan in three installments, return of interned Russian vessels, a Japanese protectorate over Manchuria to China, and Russia keeping control of eastern railways. It notes Japan's belief Russia seeks only to delay peace and Tokyo's insistence no admittance to the entente meeting.
A boiler explosion at a building on 161st Street in New York killed fireman Joseph Morton and injured about 150 others as glass, debris, and a 120 ton boiler section hurled 600 feet. Spectators watched the West End Yacht Club regatta unfold amid the shock and damage.
In the Kaisers cup race from Dover to Heligoland the German schooner Suzanne fin finished first, followed by the German naval wl and the German schooner favarice with the English Sunshine fourth. Atlantic, the winner of the European race, led auxiliary yachts with a time of 41 hours 48 seconds.
In Massachusetts on June 1 Seth White of Lyon pleaded guilty to manslaughter in the death of his ex wife Mrs Susan the ex wife. He received a two and one-year sentence in the house of correction.

The Green Mountain Council met last Friday in Worthen block where members discussed new Royal Arcanum insurance rates due Oct 1. About 30 members attended including long-time members. a three person committee was named to investigate and report at the July meeting. Committee members include L W Hasson O B D Shurtleff and George E Bond.
The Royal Arcanum supreme council is likely to reconsider its new insurance rate schedule after nationwide protests from local and subordinate councils. Old members lead the fight saying the rates unfairly deprive them of protection they paid for, with younger members aligned in support.

Marie Riley Besette sues Moses Besette in Chittenden county court alleging cruelty intolerable severity abandonment and infidelity after a marriage in Colchester 1892 with prior separations. The petitioner left her husband for three and a half years then returned. Temporary alimony of 3 dollars weekly awarded. Anna Pesky and Clara Savoie named in connection with the charge.
Reports confirm Miss Frederica Webb daughter of Dr and Mrs W Seward Webb is betrothed to Ralph Pulitzer of New York. The announcement, made by Mrs Webb, notes the June 19 engagement date and mentions Miss Webb recently debuted in New York society and is staying at her parents home in Sholburne Parma.
Baltimore reports a severe rail disaster near Mount Station on the Western Maryland line. A westbound passenger train collided with an extra coal and provisions train, killing many and injuring numerous others. Rescue efforts followed from nearby residents as engineers and workers perished amid the wreckage. A separate incident in Marchfield describes Arthur Raymond shooting himself after family quarrel, leaving his wife and child in distress and doctors uncertain of his recovery.
The baccalaureate sermon for Norwich University’s graduates was delivered by Rev. Geo. F. Lawson of Bellows Falls. From Acts 10 10 he urged vision as a new standard of life and urged graduates to live up to truth and strive for constant advance in knowledge and civic duties.
The Montpelier Seminary baccalaureate was delivered yesterday by Rev. Dr. BE. A. Bishop. His theme from I Corinthians urged readers to seek their neighbor over self, stressing happiness and reward for a life of service to Christ. The sermon echoed with earnest fervor. The music highlighted the occasion as the church reached near full seating capacity.
Stowe June 19 Charles Clipper a West Branch farm hand attempted suicide by taking one and one half ounces of Fowler's Solution. A physician treated him with antidotes and medicines. he is expected to recover. He had been despondent since the death of Miss May Goodale after a prior romance near Morristown.
The body of William Sheehan 32 of Fair Haven was found in the Hudson River near the depot after he disappeared Saturday. Once a teller at the First National Bank, he left the job a year ago and had shown mental strain from overwork. He planned to enroll at Rutland Business College this month, leaving behind his mother and four sisters.
Miss Laura Allen a 60 year old sister of Selden H Allen committed suicide Saturday by drowning herself in the cellar cistern. She was housekeeper for her brother and, after being missed, a search found her body in the cistern. Temporary insanity is suspected though she was in good health. Domestic relations were pleasant and the family is in good circumstances. An uncle earlier took his life in a similar manner.
Mrs. Adam Judd fell from the hatchery dock into the river at Swanton around five noon. The current was strong and the water high, and she drowned.
A 65 year old woman drowned after being swept downstream in a river incident. Her husband recovered the body after about 20 minutes in water. Mr Judd and several boys witnessed the accident and notified authorities. The woman is survived by her husband.
At a Burlington picnic Raymond Carl House, 12, of 18 North Street, died after entering the Winooski River near its mouth. Alfred Denamore, 13, of Ward Street, escaped and was saved by Elmer Root who pulled him to shore. House was last seen at 2:30 and presumed entangled in grass during the search.
Charles Higgs of Bessey Gra company was struck in the forehead by a fragment of steel from a bull-set while operating a granite chipper. He was rushed to Dr. C F Camp and found to have no skull fracture but a steel fragment embedded in the skull. The fragment was removed and Higgs returned home on Hillside avenue.
About thirty friends gathered at 14 Poster Street Saturday evening to honor James McKernan with a surprise party. Misses Nellie Shannon and Mary Kooie presented him a gold watch chain as music by Misa Jane McKernan and dancing followed, with Archie Shannon providing refreshments and music.
Neighbors and business associates surprised Joseph A. DeBoer at his Montpelier home on Tate Street Saturday evening for his 44th birthday. Guests dropped in singly and in pairs, and by night’s end a half dozen or more had arrived for the celebration. The evening was enjoyed by all.
Children with birthdays in April May and June are invited to a party at Caledonia Park on Wednesday. The event is hosted by I M A and fathers of those who are entertaining. They will take the Wells River train at 10 20 AM. Entrance fees are ten cents for children and for mothers and fathers round trip. Tables will be spread and a jolly time is anticipated. Names of entertainers to be announced later.
Mrs Walter Thompson, 47, of East Barre, born in Rocky Sand Maine, died yesterday after an illness. Survived by her husband. Funeral at 4 this afternoon with Rev W A Kinsale officiating. Body to be sent on the midnight train to Rockland Maine for burial.
Daley of the Intercity club says Ralph Green will not play for locals as tensions rise over payments. Ashmore, a first baseman from the University of Illinois, arrived in Montpelier today to join the club through a new discovery.
Jack Fraser was elected captain this afternoon at Goddard naval base in Gallonia, leading the regiment for upcoming duties. The appointment names Fraser as leader of the Fraser unit amid base commemorations.
In a tense third game at Intercity grounds Goddard defeated Montpelier six to two in ten innings. The rallying finish saw Goddard score four runs in the tenth as Montpelier faltered with soggy field conditions and strong Goddard defense.
