Secretary of War Baker drew the first number in the draft lottery, with blindfolded officials present. Chairman Chamberlain of the Senate Military Committee drew the second number as the procedure proceeded with other officials following.
In Washington the war army draft drawing began at 9 45 AM in the Senate office building with Secretary Baker, Senate and House committees, and officials present. It is estimated 10 to 12 hours will produce 10 500 numbers to fix liability of 10 000 000 registered men.
Washington July 20 plans to fix the order of liability for nearly 10 million registered men were altered after a double drawing method was abandoned.
