Without a record vote and without debate the Senate adopted a resolution introduced by Borah of Idaho. It asks for a statement from members of the American Peace Commission regarding the Shantung matter.
The Senate adopted a resolution seeking a copy of a protest from some American peace commission members against the Shantung provision of the peace treaty. Senator Sherman warned the Shantung clause taints the treaty and could empower Japan to dominate Asia, threaten the Philippines, and resemble a step toward a Kaiser-like empire, drawing parallels to German conduct in Belgium and stressing the risk to U.S. interests in the Philippines and China.
Senator CVit of Rhode Island announced support for the League of Nations covenant while withholding judgment on reservations. He urged preserving the Monroe Doctrine and safeguarding domestic questions, insisting the league is an association of free nations and essential to preventing future wars. He said the treaty and league are inseparable and reserved final judgment on article ten and related reservations.
Senator Sherman blasted the peace treaty section granting Japan control of Shantung Peninsula. In Washington on July 17 he urged the Senate to reject acceptance of that provision.

Washington July 17 President Wilson opened talks with Republican leaders on the peace treaty and the league covenant. Senator McCumber of North Dakota led the first audience, others invited included Jones Colt and Nein. Jones was out of town. The pace aimed to involve four or five hours daily with the group as more names circulated. Senator McCumber, tight lipped, avoided details, reiterating that his stance on the league remains unchanged.
San Prancheo July 17. New trunks for 44 I. W. W. and others convicted in Sacramento six months ago of initiating the federal espionage net are sought through a writ of error filed in the federal district court. The men maintained silence throughout the trial and refused counsel, calling witnesses in their own behalf. The writ of error marks the first break in their "silent defense" and argues the trial was unfair and the verdict of guilty unwarranted by the evidence.
Chicago July 17 officials of the surface and elevated street railway lines tentatively offer a wage rise to avert a walkout by 14 000 workers who demand 47 cents more per hour. The raise would be granted if the state public utilities commission approves fare hikes to offset the higher labor costs.
Washington July 17 Plane have been prepared by the war department for extensive tests of coast defense material in conjunction with the Air service A special squadron of allied planes including 20 De Havilands will be formed and now are housed at Langley field New railway mounts for heavy ordnance are to be tried at the Cape Henry fortifications The maneuvers include rapid transfer of these mounts to points along the coast with planes spotting targets and reporting results.
Elmer Fenn of Middlebury was kicked by a horse in a stall and struck on the forehead jaw and shoulder. Dr. S. B. Eddy stitched a long facial and neck gash. Fenn is weak but expected to recover.
Washington July 7 Press dispatch says Representative Lever, Democrat of South Carolina, was nominated by President Wilson to join the Farm Loan Board. The nomination aims to fill a vacancy on the board, with confirmation expected from Congress.
Washington July 17 The electric railway commission hearing heard witnesses including George receiver of Pittsburg Traction and M D Boush former Boston Elevated lines president. They testified higher fares were used to ease company finances but relief was not obtained. Pittsburg firm has been under receivership and fares may rise to 10 cents on August 1. Mortimer Cooley of the University of Michigan testified on maintenance and renewals costs.
Iuslington D C July 17 Immediate organization of the National Guard in the states and territories is planned under War Department approval. A 16 division framework aims to reach about 60 000 to 80 000 men with funding limited to 106 000 for now. Units will be formed and inspected as funds permit with skeletal organization providing 65 men per infantry company.
The secretary of state received several accident reports. incidents ranged from minor car crashes to a tram collision. Notable cases include Clarence Brown in Milton, Mrs Sweeney injured, and John Winslow recounting a backward roll after a crash. Other incidents involved dog runs and a team collision.
Burlington July 17 mystery surrounds Miss Frances Settle a Washington D C born young woman maid. She was found in a semi conscious state near tin gas works after an overdose of a drug. She registered at the Sherwood hotel late last week and checked out Saturday night claiming she would go to New York to see her mother. A hotel employee says a young man acquainted with the woman was questioned and disappeared after inquiries.
The transport President Wilson arrived from Marseilles with 1,498 troops, consisting of 47 casual companies from across the country. Among the 203 troops aboard the Pelaro, 43 were from Pennsylvania and three from Massachusetts.

Freehold youth Brien, held for extradition to New York on murder charges, rioted in his cell tearing money and bedding and tying them in a rope. Officials moved to prevent self harm as guard watched, noting his breakdown after confessing to killing Mrs Wilkins and trying to imitate the earlier suicide in Mineola jail.
The shipping board steamship Scantic was forced aground in the Delaware off Gloucester, New Jersey after a barge collided with her early today. The Scantic, laden with coal for Rotterdam, suffered minor damage and is not delayed.
Burlington July 17. United States District Attorney Ballard filed information charging misbranding of two medicines shipped from Ohio to Vermont. Seizure of 27 bottles of Mig G and 69 boxes of Black Caps followed a month earlier at Fortburg Co. on Colegn street. The Ohio firms face potential seizure and jury trial if fraud is proven. Hearing set for September with Judge Garland M Howe presiding.
In St Johnsbury on a July afternoon a farmer named Learmouth tried to restrain a runaway horse, which plowed through a wagon and damaged gardens and a rail line before colliding with a northbound express. The horse was killed by a nearby engine blow, and Learmouth endured a grim scene as spectators feared the worst.
Burlington on July 17 reports Thomas Magner and Thomas A. Unaworth elected to the city posts after a council vote to fill vacancies left by John J. Bergeron and Charles J. Dolan. Magner will serve the unexpired Bergeron term until April 25, 1920, while Unaworth completes Dolan’s term until April 25, 1920.
Electric power shortages force all Montpelier granite plants to close with only a small share of Barre operations continuing. Waterbury and Northfield plants restarted after yesterday’s shutdown, while Capita city firms reduced production. Corry Dennitt and Vromt plant in East Montpelier began operating, easing some stress but no lasting recovery. Lester D Tillotson a Washington native born May 21 1847 died at Mary Fletcher hospital Harlington after cancer surgery following an eighth facial operation He moved from Hardyied to Washington at age two was in the local grovery business He was a member of Granite lodge No 95 F and A M and attended Calvary Church He survived by two daughters Mrs Fred Goodwin Kelven and Mrs Albert Bresett Washington His funeral will be Friday at 2 PM at his home with Rev AM Smith of Ludlow officiating and Masonic graveside service
Jol Magoon died at Barre City hospital Sunday afternoon. Funeral services were held at 1 pm yesterday at BW Hooker Co chapel with Rev. J M Reardon officiating. Bearers included Barre residents Fred Fisher James Sullivan MB Cutler and John Chase East Barre. Attendees from Gill Lodge 57 and out-of-town mourners from Worcester Burlington attended. Burial followed at Wilson Cemetery South Warren. Magoon resided at 88 South Main Street and was lifelong to Barre.
Frank Moore of Groveton New Hampshire was arrested in St Johnsbury for drunken driving after his car veered and crossed lanes. He pleaded not guilty, was fined 80 dollars plus costs, and his license status was to be reported to state authorities.
