The state departments estimate of 212 0000 for this service was cut and the committee noted that with the war over more than two years it was inevitable that the fund be reduced below wartime levels. The bill totals 84 543 070, about 820 887 below the amount set aside for this year and 3440 108 below the estimate. The committee provided for an embassy in China instead of a legation. It also authorized legations at Vienna and Budapest reflecting the postwar division of the former Austro Hungarian empire.
