Washington January 18 Fuel Administrator Garfield explains a wartime order to restrict fuel movement. Philadelphia Jan 18 The general committee of anthracite operators issued an appeal for 25 000 additional men to work in Pennsylvania hard coal mines. The statement says production must be increased and the industry is short handed. Railroad congestion in the anthracite district is unprecedented.
