The State Department says the American liner St Louis will not be conveyed if authorities decide to send her to England via a submarine zone. The note asserts U S rights and cautions against violating international law while outlining potential course of action if passage is required through disputed waters.
The State Department stated that the American liner St. Louis will not be convoyed if it sails for England through the German submarine zone. Washington asserts Americans have an inalienable right to traverse the high seas and that the German submarine blockade is illegal. Any sinking of an American ship would immediately provoke hostilities.
Senator Works of California charged in the Senate that the United States has not been neutral and would not have allowed a breach with Germany, challenging the president on his diplomatic approach. The Feb. 7 remarks framed the debate over U S policy and wartime stance in Washington.
Copenhagen reports that Denmark will not follow the United States in severing ties with Germany. A note will be sent to Washington outlining Denmark's position.

Amsterdam reports via London that 200 munitions workers were killed when dynamite exploded near Cologne on January 27. The Les Nouvelles of Maastricht cites two dead, mostly women, and an explosion last Thursday on the railway between Aix-la-Chappelle and Louvain wounded or killed 26 Belgian workers.
New York plans a cadet corps for boys aged 16 to 18 as part of a broad defense program. The state military training commission led by Major General John F. O'Ryan aims to organize thousands of trainees and possibly 25,000 cadets immediately from schools. If an amendment to the training law passes, the corps could grow to about 240,000, enlisting working boys as well.
London dispatch reports German troops fell back near Grandcourt on the Somme as British lines advanced, trench gains of about 1000 yards were made without opposition, and 48 prisoners including two officers were captured east of Beaucourt.

He was 45, with 35 years service, survived by his wife and four Milton children, his mother Mrs Rachel Sturgis of Knosburg, and two brothers in Canada and New York. The body was taken to Milton.
Captain John J. Coyle of the United States coast guard reports deliberate mutilation of the Kronprinzessin Cecilie’s two high pressure engines. Pieces three feet long were removed from cylinders and cylinder heads knocked off, rendering the liner inoperative for months and prompting possible criminal charges against those responsible.

G E Marsh replaces Harry W Britten as Barre local agent for the American Express Company with Marsh moving from Woodstock to Barre. Britten departs for Woodsville to assume traveling agent duties after 22 years with the firm, while Marsh, previously in Woodstock, takes charge amid general approval of the promotion.
Alexander Dunnett, plaintiff, sues King George V in the Exchequer for damages after his automobile was demolished at a crossing of the Intercolonial railway. Dunnett, now in Quebec, expects no personal appearance by the king but will be represented by legal talent including editor Higelaw of the St Johnsbury Caledonian and Robert Wakefield, St Johnsbury auto dealer.
Mrs Victormoc.uo Nedio aged 82 died at home in Barre Town after a week with illness. Born in Mucure New York she lived on the farm with her sons William and George Nedio. Survived by two daughters Mrs Lyman Matott and Mrs Stella Lariolette and two sisters Mrs Sweensir and Mrs Del Phine Pelkey. Funeral plans not yet set.
F E Tyo pleaded guilty to a lottery offense and was sentenced to a term in the house of correction. Deputy sheriffs and officers noted the case in Middieburs as Higgins and Benford led the pursuit. The defendant faced more than three and a half years for the crime.
Berlin dispatch from London reports the foreign office has not received definite information on former German ambassador Gerard at Washington. Gerard has not obtained his passports and cannot confirm his departure date, though he plans a route via Switzerland.
The state department formally requests the Scandin ia clay line steamship Frederick VII to transport Ambassador Von Bernstorf to Europe. The cable was sent to Copenhagen and no reply has been received yet.

A Vergennes man injured yesterday by a horse kick died at Burlington Hospital. He sustained a skull fracture and succumbed to his injuries after treatment began.
