Long delayed measure submitted to Congress calls for more than 6.0 billion dollars to be raised this year and 4.0 billion dollars in each of the following years. The bill outlines the tax and revenue adjustments needed to fund national expenditures.

Washington DC Sec 6 Director General Hines told the Senate interstate committee that a permanent regional rail network would be formed under private unmanagement. He proposed grouping New York Central and New England with smaller lines, and Pennsylvania and Baltimore & Ohio with its partners, via a regional corporation.
Middlebury, Feb. 6. Authentic information confirms Private Merlin H. Clark died August 5 while serving with Company I, 1st Regiment Gath Infantry in northern France. Born and raised in Middlebury, he was employed at Potterville before enlisting at Glens Falls and serving at Camp Devens. He left a father and two siblings in other states and an aunt, Mrs. J. M. Morrison, in Middlebury.
The War Department announced the departure from France of five transports with officers and about 15,000 men. The voyage includes the 17th Infantry and Ard Infantry complete, along with segments of other infantry units and the 5th Cavalry Regiment. Transports are due to arrive in New York, Boston, and New Orleans between February 2 and 15.
A Newport jury returned a verdict for Baldwin of Orleans against Dr Gaines for 750 dollars. Baldwin, a traveling salesman for St Johnsbury Granite Co, was injured in an automobile crash two years earlier. The trial followed an earlier verdict of 250 dollars and appeals by Gaines to the higher court.
A fragmentary report states Clarence Waterman of Troy was captured after deserting and taken back to Camp Devens. He was arrested in New Pratt on a night last fall and handed over to authorities at St Joinery. Waterman is 22 years old and faced charges related to the desertion.
A Moscow dispatch reports Bolshevik Foreign Minister Cehitecherin announces the Soviet government is willing to meet Entente powers to discuss not interfering with Russian internal affairs. A joint commission of five great powers will contact Soviet representatives at Princes Island or elsewhere. Date Feb 6.
A change of venue from Wayne County to another Michigan county was granted in circuit court this morning for the Ford libel suit involving Henry Font. The court will pick a trial place if counsel cannot agree, with Judge Henry A. Mandell to fix the new venue.

Wells Depot lay preacher Henry EL Hall was found not guilty of murdering his wife. Jurors concluded the fatal fall from a trestle was accidental after testimony of beatings and a push could not prove intent. Justice Pound presided and the verdict came after a lengthy trial.
American Ambassador Henry P. Fletcher told Washington officials that Mexican guarantees for American rights will be ample. He cited improved U S relations after the German minister Von Eckardt was recalled and anti American propaganda ceased. Fletcher praised President Carranza for development plans and public service reforms that weakened rival leaders and solidified Carranza’s authority.
The Barre branch of The Cross held its monthly meeting amid strong attendance and revealing reports from departments. Evelys Phelps was thanked for service, Frank E. Kotinnon elected as successor, and plans discussed for hospital aid, chart equipment, and a January shipment of dresses, jackets, and knit items totaling hundreds of garments.
An educational meeting of independent telephone companies held in Howland Hill this morning featured FW Storey of New England Telephone and Telegraph Co speaking on complex accounting and business efficiency.
